Five Democrats hold key to lottery's approval
Their standing in the way of its passage could prompt some 'serious horse-trading in N.C. Senate'

The state budget that legislators are preparing to approve this week includes decisions about how to spend money from a state lottery that hasn't even been passed.
Legislative leaders say that even if they adopt budget provisions to distribute $425 million a year in lottery proceeds among various education programs, a separate vote in the state Senate will still be needed to formally approve a lottery.
But in a chamber where Democrats hold the advantage with just a handful of votes, and Republicans appear uniformly opposed, at least five Senate Democrats say they still oppose a lottery, effectively blocking passage for now and setting the stage for some serious horse-trading.
